As Martin suggested you could start with a 1280- for up to 13x19.  About
$600 including CIS; or about $800 including Piezo.  If you don't need to
start producing the 16x20's right away, that's what I would suggest.  In 6
months the large format printers might be quite a bit cheaper/better.

Otherwise, with the 7000/9000, get the Piezography Pro or the ImagePrint
rip.

2. I have 5 computers on my network, and I am installing a dual Amd 1900
machine for Photoshop. Should I setup one of the other 5 as a print server
or just use my dual machine?

Regardless of what computer you use, you will be working with very large
files- try for 2gigs of ram, and an IDE raid.  This will speed up things
more than a second processor.

Oh, my work will be commisioned pictures, I have one client who wants 4 or 5
pictures for his study of him duck hunting with his dogs. I quoted him 750
ea framed 16x20s

Nice work if you can get it!   ;^)

How long will it take to produce quality work ( assuming I have a good file
to start with) 1- month, 6- months

That depends on how good you are in PhotoShop, how comfortable you are with
profiling your system, etc. etc. But assuming that your are proficient with
the above, and, as Martin says, how picky you are,  1 month is possible.

Don't be afraid of asking more questions.
