You can use dry mount adhesive that mounts at around 170F, and there's no reason to go over 200F, let alone near 400F. I recently went to a show of all Ansel Adams prints. They were all dry-mounted, of course. This issue, whether to dry mount or not, has been gone through for quite awhile. Even the conservators at the Smithsonian say that dry mounting, if done properly, is a perfectly acceptable way to mount art. It's the best way to keep a print flat.
