Have you experienced a specific problem with ink ruboff? Are you trying to prevent problems with glossy papers? Matte papers seem to be very good at absorbing the inks, although I've never noticed enough problems to want to do some rigorous testing.
It seems to me that *any* contact/rubbing on the print surface has the potential of abrading the surface, and having a relatively slick cover might be a good thing.
Since I happen to like direct viewing of the print, for my small portfolio box (letter size), I don't bother with any protective sleeves; I'll reprint if needed to replace a damaged print (a sheet of paper is between a quarter and a dollar and with Eboni inks, the price is almost negligible). For larger prints, I overmat and handle carefully to keep fingerprints from spoiling the mat surface. The print surface is naturally protected, of course.
