Sometimes the most simple things are the problem.   Make double sure you are printing on the coated side of the paper.

  I just switched over to the MIS FS inks in my 7000. I'm using the
  Piezo24 RIP, William Turner paper. I must say, I am perplexed! The
  blacks are weak and the overall look of the print is flat. I've
  tweaked the files to richen them, but, in the end, there seems to be
  something wrong. Many of you have reported excellent results with this
  combination. Feedback is welcome.
