Jerry... your original words led me to believe you were referring to photographs, not magazine pages. The magazines have paid a usage fee to the image creators/photographers or artists whose stuff grace their pages. Then in turn the magazines themselves carry copyright protection from what I understand. So I have no idea how that is all worked out... I don't do it. Back to my perception of your original post, there is no way that they could legally use a photograph, or a scanned file of a photograph without some sort of infringement on another's rights of ownership.
