Digital BW, The Print

Thanks to the wonders of technology, I've been having fun scanning old B&W 
negs and making good prints from frames I used to think were not worth 
printing. I've thought about sending them into competitions but some have a 
requirement I'd like to ask about here.

Let's say an application says "new work created in the last two years." What does 
that mean in photography? If I shot a photograph in 1992, but made the first 
print of that negative in 2002, when was that photograph created as far as the 
exhibition world is concerned?
