I solved the problem after making the initial post. The ICC profile in the "profiles" folder can be made to work. I had failed to checkmark the "preserve color numbers" block. Once I did that the soft proof view adjusted to match the custom dot gain profile. Its just puzzling that PS6 refused to create a PSF file.
