Vuescan TIFF size reduction Vs downsizing in Photoshop

When you are scanning an image that does not need the full resolution 
of your scanner should you:

A)Scan at full resolution and use the TIFF reduction factor in 
Vuescan, which I take it does an averaging to reduce the pixel count. 
or

B) Scan at full resolution and resize in PS with the bi-cubic method 
(assuming it work on the way down as it does when enlarging an image).

I did try both and could not really see a difference. Is my eye too-
untrained for the task or are those two methods basically the same ?
