It is the printer I ahd the same thing and bought a 1290 and it went.

  Thanks for all the advice, but I'm still stumped. Not only can I not get
  rid of banding, I think the thing won't align properly. I've done several
  alignment passes, and the lines aren't at all straight. In fact, all
  straight printed edges are jagged. See http://hsaddler.net/bad1200/

  Assuming I have to at least take it to the shop, and at worst, get the
  printhead replaced, I'm considering just buying a 1280 and starting over.
