The neatest tool for burning and dodging is the History Brush.
This works in both 8 and 16 bit.

Select  the History Brush
Select  the current state in the History Palette
Set the Blending Mode to Multiple for burning (i.e darkening)
Set the Blending Mode to Screen for dodging (i.e. lightening)
Use a large brush and a low opacity.
