Ultra Sharpen Pro I don't have but from what other folks say it probably
uses a variation of this approach. There are lots of nuances in the way you
crack the problem, such as using custom filters, using 'maximum' instead of
'gaussian blur' to modify the selection, and so on and so on. Some people
like to create a sharpened layer and then blend that with the original layer
using 'opacity'.

However it only works on PC and I'm on Mac so I have no way of comparing
what it does with what my action does.

He probably explains the concept better than I do.
As for differences between this and my old action: not many, really. This
action follows the steps in the tutorial exactly, that's all. I would have
had to reverse engineer the old one to figure out how I'd done it before,
and couldn't be bothered.
