There has been a lot of discussion about PiezoBW on the 1160 and banding issues that seem to be very dependent upon the individual printer. A really good 1160 makes really good Piezo prints. This may be less of an issue if you are using the Epson driver with the MIS VM inkset. People are just now starting to use 1280's with B&W ink sets so there isn't much information at this point. If there is a difference, it may be that the new design of the 1280 offers better paper handling and less banding issues but there is no evidence to support this at this time. If cost is a consideration than go with the 1160. The 1160 also has the advange of having more choices in terms of ink sets and software than the 1280. Let us know how it goes.
