See my response to this issue.  These are Newton rings, the scanner is OK, the film warps doe to heat from the scanner. The rings do not affect the area close to where the film is supported in the film carrier since it is kept away from the glass bed at that point.

  You've checked the negatives themselves to rule out any banding on the
  original film?
