Might have been Japan. when we lived there in the 80s that was the 
law...which made for some pretty amusing magazines, since they imported 
Playboy etc. but little fuzzy clouds covered all pubic hair both in 
published work and in movies. I wonder how many little workers spent all 
their time applying clouds to photos and cimnema frames (g). Quite an 
industry!
