More seriously, It seems to refuse to open greyscale samples as well.

We think that they consider Greyscale images "color" images in the 
context of this law OR that the laws in other nations may cover NOT just 
color imagery.. The inbuilt technology probably does not differentiate 
vis the nation of installation for the product, so it probably uses a 
least common denominator approach to prohibited actions..
