Digital BW, The Print

You might make a very soft selection of a cloud and then paste it into
where you need the fog.  Reduce Opacity of that layer till it looks
good. Then use a very large soft eraser, at about 30 percent opacity and
erase here and there until you get "fog". It works pretty well.
