They flake due to rough handling most of the time, minimize the handling and 
Photorag should do well. Darker tone images I would be more worried about or 
ultrachrome prints  which seem to scuff easily. I have shipped a few 20x24's in 
tubes on William Turner (much more susceptible to flaking) individually 
bagged in a clear  protection bag. Prints must be separated from other prints if 
there is more than one. 6inch tubes are good.
