Digital BW, The Print

Hello Everyone,
I had access to PS7 before my son moved out. Now I need another
image editor to replace it. PS is quite expensive here in Canada and
I never used it to it's full potential. Some people on another list
suggested Corel,PS Elements and PSP as possible alternatives. 
 I use a PC and am an amateur photographer who shoots XP2 super and 
Kodak Royal Gold. These are then scanned with a Canon FS4000. I do 
quite a bit of B&W photography and some color. Which image editors 
do other group members use that work for getting an image ready to 
print as well as for web site inclusion? I use levels,curves and 
channels etc. quite a lot for image preparation. I also like a 
selenium tone to my B&W images which can be accomplished with canned 
tones that I customize and are offered with PS, do your image 
editors offer a similar tool? Thank you for any help or advice you 
are able to provide.
