Digital BW, The Print

With my new 2200, I am trying to print a 6.5 x 4.5 image on 5x7 
paper.  I want to leave .25 inch borders on all sides.  I'm printing 
from within Photoshop 6.0.  I set the paper size at 5 x 7, and the 
image size at 6.5 x 4.5.  I end up with .25 in. borders on two sides 
and .5 in. borders on two sides.  What am I doing wrong?  Thanks for 
any help with this.
