Digital BW, The Print

When I click on Velasco's address in my email directed at you, I get a 
message "Forbidden".  But if I simply type the address in the address bar, I am taken to his 
site.  I think it may be the Tilde mark.   His site address again:  http://
socrates.berkeley.edu~jrv/.  Note that here the tilde is vetically centered.  But when typed 
in the address bar, it appears higher. I have no idea why.  Hope this works for you.
