There are many ways to skin this cat but an easy one is to create an adjustment layer (eg levels) without doing any adjustment (eg don't alter the levels) then set the blending mode to multiply then add a gradient beginning the gradient (using the default background and foreground colours) where you wish the darkening to kick in. (Holding the shift key will ensure the gradient slope is vertical for your sky burn.) Setting the blending mode to screen has the opposite effect.
