Hi Bob,
I use Marshal's oil paints on my inkjet prints, Pencils work if they are
soft, you can't press hard.  I tried using the PM solution but it didn't
work at all. 
Now I just spray a coat of matt finish polyurethane on the print and color
as usual. I use Epson Enhanced Matte paper.
 
There is a handtinting group on Yahoo that isn't very active but may have
more info in past posts.

  I hand colored conventional prints decades ago. Like to give it a shot
  again with with digital produced prints. All I could find on Google
  was severely dated. And searching the archives here and on photo.net
  didn't come up with much either.
