I had the very same problem.  I finally figured out that if you size  your 
print in PS so that the length and width are each 0.25 inches less than the  
paper size and "centered" is check, you will have 0.125 or 1/8 inch border on  
all four sides of your print.  This has worked for letter (A4) and 13 x 19  size 
paper.
