Weather systems in the US move from southwest to northeast. Vermont receives substantial air pollution from New York, Pennsylvania, Ohio, Illinois, etc. In fact on January 8 2002 Attorney General Sorrel of Vermont sued the EPA for threatening to weaken rules that would have reduced efforts to curb SO2 and NOx pollution from those states. Also, in 1997 Vermont was one of 8 states, all in the northeast, which petitioned the EPA to create stricter rules against low altitude transport of ozone. Smog, mostly from NY is a big problem in parts of VT, and unlike bbenzene pollution, which is high only in a few urban pockets in Vt, ozone is high everywhere, indicating an out-of-state origin. Furthermore wet sulfate deposition in southern Vermont is 40 kg/ha, which is twice the maximum level considered sustainable by the EPA's already relaxed standards.
