The best advice that I've seen is to sharpen as the last step before printing. In particular do not sharpen before resizing an image upward. There are some who believe you can do a small sharpen step after import the image into PhotoShop or some other editing program. It would be used to compensate for the slight softening of the image due to the anti-alias filter on digital cameras.
