Yeah, I thought that was kind of a bad design, myself. If you look closely, you'll note that there is a small indentation where a hole should be, but it's right over a thicker, bracing part of the empty chamber. I chose this indentation to use as my guide in making a hole. In hindsight, it wasn't the best choice, cause it was real hard to poke through that bracing plastic enough to get a stopper in there. Took me a while. I'm thinking that you can pick anywhere above the empty chamber, and just make your own hole, checking frequently that you do not make it too big for the stopper.
