If you're buying bulk, you can probably buy from local framing supply distributors/wholesalers, i.e. local businesses that sell to frame shops. Some will require a retail license which will also save you the sales tax. You can find them in the yellow pages, curiously the old paper versions work better than the online ones for this catagory. Some frame shops might cooperate, and my local art supply store, Guiry's, sells me whole boxes of matboard very close to the online prices when you include shipping.
