I have started using matcutter.com, they do wholesale custom cut mats 
in minimum quantities of 25, great if you need lots of the same mat. I 
just got 11x14 archival mats with archival foamcore backboards and poly 
envelopes for about $3.25 each including shipping in a quantity of 100.

They require that you buy a sample kit that costs about $15 before 
ordering wholesale.
