Digital BW, The Print

I've been running version 2.1f (the latest)for Windows for the last
couple of hours trying to get cool tones on Photo Rag
("UC-EEnhMatte-cool" curve) and Premiere Fine Art Matte
("UC-PremiereFineArt-cool" curve)papers to separate the 95-100%
patches in Paul Roark's 21 step test file: is the dark limit the only
control I need to refine the prints to that degree? Does it take
special lighting to see those dark 1% steps separate?

The 5% steps look very good, as do the 0-5% steps, but I can't get
those dark 1% steps to even vaguely look like they have separated.
