If you only use, say three inks, you may not get that completely neutral (or other) tone that you now have. Varying amounts of ink on the paper will change the "color" of the tone too much. It's not completely about dotless prints (or filling in the dotted regions), but also about keeping those dotless prints at the same tone thoughout the entire scale from paper white to blackest black.
