Plain politics of the states. We, the Dutch would like to lower our 180 Euro a head a year contribution to the EC, the highest per head of the EC. That could easily be compensated by what the UK gets as a rebate on contribution, France gets in agriculture subsidies and most of all Spain that gets 260 Euro a head from the EC. While very nice people in Spain you would expect that that contribution would create some education in second languages in Spain, of the 50 people I exchanged words with in May there was one with good English and a nice lady who could speak fluent French. Nada for the rest, a whole school class of teenagers in Madrid included. One day I would have written this anyway, Off Topic, I know. Ernst
