You may have a wrong weight box but....
Photo Rag is 100% cotton rag paper. As such it has a different feel than a paper that is not rag cotton based. I would describe this as a more "supple" feel compared to the Torchon (which is not rag cotton based). Another way of putting it is that rag papers generally feel more like a piece of fabric...while non-rag papers can feel more like card stock (stiffer). Another factor may be the texture of the Torchon...which may aid in the stiff feeling.
The PhotoRag is 308gsm and the Torchon is about the same in GSM...but that is not the same as "thickness." GSM is a weight measurment...not a thickness measurement. Thin but heavy papers do exist. I just bought some 24 pound paper last night that is suprisingly supple and "thin" compared to the other brand I use.
