i've had a similar experience with black maxing out at 40 on the 4000. I just assumed that was right and went on. Prints after that seemed properly balanced.

I don't have a 4000 (rather a 4800) but this does not seem right.  Are you
sure you are printing the calibration sheet in calibration mode with ink
limits set at 100?
