What's happening is a form of aliasing. Nearest Neighbor makes no attempt to bandlimit the data, so the aliasing is horrible. Bicubic does a reasonable amount of filtering of the high spatial frequencies, but not enough to eliminate all aliasing. Fortunately, real-world images are rarely as troublesome as test images constructed from alternating black and white lines.
