It is not the black that is changing.  The ICC profile does not alter the
maximum black that the printer produces.  It does alter the image pixel
values to Perceptual[ly] fit the image in lower dynamic range of your ink on
matte paper.  The end points aren't altered but the points in between are.

You should not be getting excessive ink laid down at all.  Are you sure you
are using a QTR curve appropriate for your printer?  Remember that these
"curves" are responsible for telling the printer how much of which ink to
lay down where.  Amongst other things they limit the inks at appropriate
levels.  The curves are designed for a certain dpi setting (increasing the
dpi without a commensurate decrease in ink limits in the curve will cause
excessive ink.

Re the banding, just to confirm is it parallel to the passage of the print
head?
