I'd suggest, more as a workflow than as a storing issue, to only work on an image using adjustment layers in Photoshop. This has the enormous advantage of being able to undo or modify each layer separately at a later time, and automatically preserves the original scan (so you don't need to save two copies of the same image). If you want to be very picky, you can instead save another copy of the final image, flattened, and tailored for a specific print size: this may make sense because some recommend to sharpen images (whatever sharpening method you use) after resizing the image. But that's another story...
