Try your local pharmacy. Make sure you ask for "luer-lok" so you get 
the "spiral lock" at the tip to attach needles and bottom fill 
adapters, etc.

I just found a nice 20ml syringe made by Becton Dickinson (BD) #309661 
which should work splendly for the 18ml virgin fills on 1280 carts. 65 
cents each, such a bargain I bought six.
