I have actually cleaned the waste tank on a 1290 - I don't recommend it. The tank is actually a large felt pad in a tray under the printer, which simply absorbs the ink. Of course the ink dries out slowly so it gets really gooy and sticky. I attempted to wash the pads in water and then let them dry - eventually I put them in the oven for a while. It did work though. The thing is that once the pad is actually full, ink will leak out of the printer. I seem to remember seeing somewhere an add on that replaced the waste tank with an external bottle - can't remember where Keith [Non-text portions of this message have been removed]
