Keith,

You have a lot of unknowns so it's pretty hard to tell what's wrong.
I'm not familiar with the Permajet inks but QTR does have profiles for UT2
inks on the 1280/1290.   
First, I'd make sure your printer is printing all the inks -- nozzle checks.
Then try out QTR with some of the profiles.

If it's still not to your liking you need to be more explicit about the problem.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
