Only one of them is in a position where you can remove the cartridges. When it stops there you can remove, refill and replace the cartridges safely. Putting in empty cartridges is pointless. If you're not ready to refill you can always unplug the power cord and close the cover and do it later. Good luck! I've enjoyed the R220 with MIS on matte papers quite a lot.
