Digital BW, The Print

I have been trying to print on my Epson 2200 using Condor BW and am 
getting error messages on the printer. The error message I get is that 
all of the ink cartridge lights flash, but the power light is off. 
According to my manual that indicates the cutter is not installed 
properly and to press the paper feed button to clear. This does not 
work and to clear the message, I need to turn off the printer. I have 
tried reinstalling the paper cutter and the roll paper. Any one else 
had a this problem and hopefully a solution??
