After I optimize I always do an intermediate save as .psd. Full size image...all the pixels...doesn't matter whether 72 ppi or 180 ppi or 230 ppi or 300 ppi or whatever. Then when the image is to be sent to email or the web I down size to 72 ppi X whatever pixel size I need. And when sending to a printer I resize to whatever inches they need and typically 300 ppi.
