If he prints at the same size the ratio is 1.41x - 2 x the 
LPI he will use in his offset printing. So when he requests 
600 PPI and it will be printed at the same size you can ask 
the printer to use at least 300 LPI in the offset printing 
which is high but not impossible. Halftone screening or 
related quality stochastic screening.
