The performance increase back in the days of ATA33 drives was very noticeable. I haven't done much with stuff like this in a while, but it still makes the most sense to put the swap disk functions on a completely separate drive from the OS. If you have the space available, putting the system swap file (page file) on one RAID array (1 controller) and the Photoshop scratch disk on another RAID array (second controller) should give you the most speed possible.
