I just tried PSE 4.0 again. Instead of selecting the organizer 
directly, I first opened the edit module then loading the organizer 
from there. It is all working now under V64 w/6GB. And I can freely 
open the organizer window.

The original problem was that the welcome screen was fine but 
selecting the organizer resulted in no window appearing anywhere that 
I could find. The process was loaded per task manager. I've seen 
other apps that get confused about window position - Outlook for 
example - so maybe that's what was going on.

As to why I use PSE, I have been using it since I got a free copy of 
PSE 2 or 3 with my Digital Rebel. It was easier to work with than 
Digital Image Pro which I also had. I now have 11,000 images in the 
catalog, extensively tagged, and that's really all I use it for. My 
family also uses it to select photos. Although the tags sometimes are 
available in other programs like Vista's Photo Gallery and LR, 
somewhere along the way I must have changed my workflow and many of 
my images show up untagged in these other apps. This copy of PSE from 
Canon also allowed me to get into PS CS2 for $299.

6.0 seems to be a few steps up so I might upgrade anyway.
