If you're using Photoshop, use the "Canvas Size" command: Be sure your background color is the color you want for your border...in your case, black. Then, go to the Toolbar and under Image, choose Canvas Size. set a width and height dimension to double that of your frame thickness, be sure "relative" is checked and you'll see your image appear with a black border all around, the same width as your frame thickness. Don't know about other applications.
