What you're referring to is the "Retouch Tool" in Camera Raw. It does not appear in Elements 
6 when you double click the raw image in Bridge.

In the full version of Photoshop/Bridge there is an item in Bridge Preferences that causes a 
double-click to open Camera Raw in the Bridge. 

If this option is in your copy of Bridge, it might open the full version of camera Raw (which 
has this tool as well as additional sliders).

Since I'm running both CS3 and Elements 6 (Mac), I have this option.
