The 3800 doesn't take roll paper and there is still less support for
it by third party inks, e.g. piezography, though it's coming.  

Check out the 1400 if you want to do just black and white as you can
get bulk ink systems for it and it has a smaller 1.5p dot.  The
cartridges for the 2400 are maddeningly small but there are CIS
systems available to cut your ink costs by a factor of 2-3x, color and
b&w, and you can reload certain cartridges too as I do.  If the
printer is just a platform for other inks, the 1400 is the best
bargain out there today but it too doesn't take rolls. 

As I do bigger panoramics of 30-40 inches at times, the roll paper
(and its economy) is a bigger factor for me. CIS or reloadable
cartridges for these systems make life a lot easier.

I run a 2400 and a 4800 and would probably buy a 1400 (half the 2400
price or LESS) now if I were starting out for a b&w only platform.
