LOL, Mark. I just did a copy paste from the sites first paragraph. To me just this paragraph is enough to oppose the legislation. It essentially says anyone can copy your work and use it commercially if they show "due diligence" in attempting to contact you for permission. That is pretty loose terminology and invites copyright infringement.
