I, also, don't know the answer to this. 

However, based on my experience in goverment, I'd guess Customs agency 
people simply don't think there is enough public interest here to 
warrant much if any expenditure of scarce agency resources.  Imagine if 
you were in charge of allocating limited Customs' agency budget 
dollars.  Would you instruct your agents to spend there time enforcing 
an Epson monopoly that will drive up prices to U.S. purchasers?
